This book is a selection of papers from a conference which took place at the University of Keele in July 1982. The conference was an extraordinarily enjoyable one, and we would like to take this opportunity of thanking all participants for helping to make it so. The conference was intended to allow scholars working on different aspects of symbolic behaviour to compare findings, to look for common ground, and to identify differences between the various areas. We hope that it was (...) successful in these aims: the assiduous reader may judge for himself. Several themes emerged during the course of the conference. Some of these were: 1. There is a distinction to be made between those symbol systems which attempt, more or less directly, to represent a state of affairs in the world (e. g. language, drawing, map and navigational skill) and those in which the representational function is complemented, if not overshadowed, by properties of the symbol system itself, and the systematic inter-relations that symbols can have to one another (e. g. music, mathematics). The distinction is not absolute, for the nature of all symbolic skills is, in part, a function of the structure of the symbolic system employed. Nonetheless, this distinction helps us to understand some common acquisition difficulties, such as that experienced in mathematics, where mental manipulation of symbols can go awry if a child assumes too close a correspondence between mathematical symbols and the world they represent. 2. In this article I want to consider whether the authority of the United States to enter into treaties in a global environment is limited by constitutional constraints. The issue arises because a reasonable interpretation of the language of Article VI would place the treaty power on the same status-footing as the Constitution of the United States. But if that is the case, then presumably a treaty might be designed that could delegate constitutional powers to bodies like the United (...) Nations, the North Atlantic Treaty Organization (“NATO”), the International Monetary Fund, the World Trade Organization (“WTO”), or other international organizations. Or, a treaty might be designed to reserve particular constitutional rights – like the Sixth Amendment right to trial by jury in criminal cases – from operating within certain contexts as might concern areas over which the United States exercises territorial jurisdiction, for example, Guam, Puerto Rico, and in other contexts where only international agreements apply. The North Atlantic Treaty Organization bombing of China's embassy in Yugoslavia on May 7, 1999, triggered a sharp reaction from the Chinese government, and for three consecutive days after May 8 there were violent anti-American demonstrations, with the emergence of a powerful wave of anti-American nationalism among the populace in mainland China. The May Eighth Incident was the most important political incident in China in the 1990s. Not only will this incident have a major impact on (...) relations between China and the United States, and among China and its peripheral countries and regions, but the nationalism it has triggered will be a constant and major political factor with far-reaching effects on the political culture and political options in the era of "post-omnipotentism". While the distinction between civilians and combatants is fundamental to international law, it is contested and complicated in practice. How do North Atlantic Treaty Organization officers see civilians in Afghanistan? Focusing on 2009 air strike in Kunduz, this article argues that the professional vision of NATO officers relies not only on recent military technologies that allow for aerial surveillance, thermal imaging, and precise targeting but also on the assumptions, vocabularies, modes of attention, and hierarchies of knowledges (...) that the officers bring to the interpretation of aerial surveillance images. Professional vision is socially situated and frequently contested with communities of practice. In the case of the Kunduz air strike, the aerial vantage point and the military visual technologies cannot fully determine what would be seen. Instead, the officers’ assumptions about Afghanistan, threats, and the gender of the civilian inform the vocabulary they use for coding people and places as civilian or noncivilian. Civilians are not simply “found,” they are produced through specific forms of professional vision. (shrink)

In the late 1950s the North-Atlantic Treaty Organization (NATO) made a major effort to fund collaborative research between its member states. One of the first initiatives following the establishment of the alliance's Science Committee was the creation of a sub-group devoted to marine science: the Sub-committee on Oceanographic Research.This paper explores the history of this organization, charts its trajectory over the 13 years of its existence, and considers its activities in light of NATO's naval defence (...) strategies. In particular it shows how the alliance's naval commands played a key role in the sub-committee's creation due to the importance of oceanographic research in the tracking of enemy submarines. The essay also scrutinizes the reasons behind the committee's dissolution, with a special focus on the changing landscape of scientific collaboration at NATO. The committee's fall maps onto a more profound shift in the alliance's research agenda, including the re-organization of defence research and the rise of environmentalism. (shrink)

ExcerptThe Ukraine war since February 2022 has exposed stark cleavages in international politics. The end of history long ago ended, and with it the conviction that Western civilization and its distinctive form of modernity would become universal.1 The clash of civilizations, in the model outlined by Samuel Huntington, has also been shown to be misdirected, although not entirely misguided.2 There is a struggle between civilizations, but the line is drawn not between the great religious blocs but along rather different lines. (...) It is the Atlantic West that has emerged as the leading contender, provoking a range of reactions from Eurasia and the Global South. The front line now runs within the Global North, between the Atlantic powers and an ill-defined Eurasian bloc, both of which are firmly part of European culture and civilization. The conflict can be viewed as a type of civil war, generated not by civilizational conflict per se but by geopolitics. The political West that took shape in Cold War I represented a distinctive combination of power and authority. Power was expressed above all by the military potential vested in the United States and formalized in a multilateral format with the creation of the North Atlantic Treaty Organization (NATO) in 1949. Authority was generated by the principles underlying the political West, whose founding document is the Atlantic Charter of August 1941, which enunciated Wilsonian themes of democracy and security. These are hard days for globalism. A major candidate for the United States presidency ran on an anti-immigration, anti-free-trade platform and denounced such venerable international institutions as the North Atlantic Treaty Organization and the United Nations. The European Union is under threat after the vote for Brexit; the Euro is under strain. China is denouncing and ignoring the result of an international arbitration over its claims to the South China Sea. Nationalist, xenophobic political parties are in (...) the ascendency around the world, buoyed by the fears and pains of populations for whom global trade has been no boon and to whom waves of new immigrants seem threatening both economically and socially. So it is both strange and uplifting, in this atmosphere, to encounter the ambitious and enthusiastic globalism of Lawrence Gostin's important, field-founding work, Global Health Law. Equal parts encyclopedia and manifesto, the book seeks both to provide exhaustive and up-to-date descriptions of the already-substantial body of international health law and of its implementing institutions and to chart Gostin's vision for their vigorous expansion. Based on a multivariate analysis of the involvement of post-Soviet republics in UN and NATO peacekeeping operations, the author explores the integration of New Independent States into UN and NATO international organizations. Chronology of some peace-support and peace-enforcement operations is given. Of special focus is participation of special units of armed forces in such operations. Logical sequence of intrastate agreement on engagement of the military of independent Ukraine in international operations under the mandate of the United Nations Security Council is (...) traced. A respective decision-making process of the Lithuanian Parliament is examined for comparison purposes. Specific laws of Ukraine, which regulate such decisions, are indicated. The author offers concrete examples and describes the role of the North Atlantic Treaty Organization in implementation of the UN peace-support mission. The paper cites Russian legislation governing cooperation with the UN and NATO in peacekeeping operations. By the example of formation of interstate military units between Ukraine, Poland and Lithuania ('Ukrpolitbat'), the Baltic Republics (the 'Baltic Battalion') and Central Asian Republics ('Kazbat'), the author shows the initiative of post-Communism republics in preservation of peace and stability in the world. Specific examples of involvement of the armed units of such post-Soviet republics as Ukraine, Lithuania, Latvia, Estonia, Georgia, Kazakhstan, Uzbekistan and Kirgizia in UN international operations are given. The paper describes the operations in Kosovo (1999), the Mediterranean Sea (2001), Turkey (2003), Iraq (2004), Bosnia and Herzegovina (1996-2004) as well as Sudan (2005). Attention is drawn to reorientation of the NATO from the collective defence strategy to that of common security and execution of mostly international operations with domination of police functions, technical assistance in the postwar period and coping with technogenic catastrophes. What makes for good societies and good lives in a global world? In this landmark work of political and ethical philosophy, Omedi Ochieng offers a radical reassessment of a millennia-old question. He does so by offering a stringent critique of both North Atlantic and African philosophical traditions, which he argues unfold visions of the good life that are characterized by idealism, moralism, and parochialism. But rather than simply opposing these flawed visions of the good life with his own (...) set of alternative prescriptions, Ochieng argues that it is critically important to step back and understand the stakes of the question. Those stakes, he suggests, are to be found only through a social ontology – a comprehensive and in-depth account of the political, economic, and cultural structures that mark the boundaries and limits of life in the twenty-first century. It is only in light of this social ontology that Ochieng then proffers an alternative normative account of the good society and the good life – which he spells out as emergent from ecological embeddedness; social entanglement; embodied encounter; and aesthetic engenderment. At once sweeping and rigorous, incisive and subtle, original and revisionary, this book does more than just appeal to intellectuals and scholars across the humanities and social sciences – rather, it opens up the academic disciplines to a whole new landscape of exploration into the biggest and most pressing questions animating the human experience. ArgumentThe Scandinavian countries share a solid reputation as longstanding contributors to top level Arctic research. This received view, however, veils some deep-seated contrasts in the ways that Sweden, Norway, and Denmark have conducted research in the Arctic and the North Atlantic. In this paper it is argued that instead of focusing on the geographical determinism of science – the fact that the Arctic is close to, indeed part of, Scandinavian territories – we should look more closely at the (...) geopolitics of science to understand the differences and similarities between these three Nordic countries. Through case studies of, mainly, Swedish Arctic and North Atlantic glaciology in the 1920s through to the 1940s, and of Norwegian preparations in the 1950s for the International Geophysical Year 1957/58, the paper demonstrates how different styles of research – research agendas, methodological choices, collaborative patterns, international networks, availability of infrastructure, relations to politics and power – are conditioned on economic interests and strategic and geopolitical trajectories, either these are explicitly put in the forefront of scientific priorities as in the case of Norway in the 1950s, or when they are manifestly disregarded in the name of scientific internationalism, as in the case of Swedish glaciology. The case of Danish colonial science in Greenland is only cursorily drawn into this analysis but corroborates the overall thesis. The analysis of this wider science politics of Scandinavian circumpolar science is exercised against a brief introductory backdrop of Arctic science historiography. Its chief message is that the analysis of polar science applying modern theory and method of the social studies of science is comparatively recent and that the full potential of merging the literature of Arctic science and exploration with those of security, geopolitics, indigenous voices, and the politics of nationalism is yet to be realized. This case study aims to preserve and disseminate cultural heritage information about the North American community folk dance tradition of contra dance through development of a thesaurus of choreographic terms and a domain ontology. A survey of dance resources was conducted, reviewing historic and modern examples of contra dance choreography notation and instructions, records of dance events, and recordings of dance performances. Domain and content analysis were performed on the resources to collect and organize concepts and themes regarding choreographic (...) components and their relationships, the structure and function of cultural works, their creative expressions, and the evidence of those expressions in documents and recordings. Vocabulary used in the description of contra dance choreography was identified, classified, and notated to build a thesaurus, which was used as the basis of a domain ontology. Ontology building methodology and existing conceptual models for cultural heritage domains guided the ontology development and revision phases. The study also seeks to safeguard an intangible cultural heritage by applying knowledge organization and semantic approaches to folk dance in order to model such challenges as multiple, simultaneous modes of communication and forms of representation, modular conceptual components, descriptive sequences, differing levels of structured information, and complex cultural networks found at various levels of domain discourse. Equity is a foundational concept for the new World Health Organization (WHO) Pandemic Treaty. WHO Member States are currently negotiating to turn this undefined concept into tangible outcomes by borrowing a policy mechanism from international environmental law: “access and benefit-sharing” (ABS).

In this paper the contribution of Robert R. Palmer to the now booming Atlantic history is put into perspective. It describes the main features of the political and historiographical context that inspired the writing of his book, The Age of the Democratic Revolution in the early 1950s (first volume published in 1959, second volume in 1964). It also argues that the war experience Palmer had in the historical section of the Army Ground Forces has been important in reviving the (...) interest for the transatlantic dimension in modern history that was central in his PhD dissertation. This paper shows how the liberal-tocquevillian approach that Palmer adopted to explain the multiple revolutions that shook North America and Europe in the last quarter of the 18th century earned him the attacks of the Marxist historians. In its last part this paper makes use of private letters to claim that in the 1970s and 1980s the Italian historian Franco Venturi revived the scholarly interest in Palmer's perspective despite methodological differences between his Settecento riformatore and Palmer's analysis. Settecento riformatore and The Age of the Democratic Revolution have contributed to the interest in a transatlantic approach to 18th-century history that is now pursued under the heading of “entangled histories”. This essay is a general introduction to the special number on recent research on Atlantic history. While the topics here presented are diverse, most focusing on the first French Empire, particularly in North America during the seventeenth and eighteenth centuries, the authors share several common themes: (1) In Africa and the Americas, they seek to view the question of the Empire as a series of contested, temporary, and uncertain alliances and collaborations, in which negotiation rather than submission was (...) most often the basis of power relations; (2) In the realm of political economy in theory and practice, the authors refuse pre-established notions of an Atlantic “community” of commodities and merchants functioning within an Atlantic “system.” Instead, they focus on closed networks of merchants functioning within the dynamics of merchant capitalism. (3) The authors seek alternatives to traditional approaches focusing on the nation-state and its institutions. Instead, they examine communities and regions in the Atlantic that include social elites, such as, merchants, the nobility, the gentry, and intellectuals, as well as neglected native peoples and forgotten spaces such as Africa. Antimicrobial resistance (AMR) is one of the defining global health threats of our time, but no international legal instrument currently offers the framework and mechanisms needed to address it. Fortunately, the actions needed to address AMR have considerable overlap with the actions needed to confront other pandemic threats.

The World Trade Organization (WTO) is a multilateral trade organization that, at least partially, governs trade relations between its member states. The WTO (2011a) proclaims that its “overriding objective is to help trade flow smoothly, freely, fairly and predictably.” The WTO is a “treaty-based” organization – it has been constituted through an agreed, legally binding treaty made up of more than 30 articles, along with additional commitments by some members in specific areas. At present, 153 (...) states are members of the WTO, which collectively make up over 97 percent of all trade worldwide (WTO 2011b). Together, the WTO treaty specifies the rights and obligations of its member states. To become a member of the WTO, a state must treat the agreement as a “single undertaking.” Members cannot choose à la carte which agreements – for example, regarding tariffs, or trade in services or intellectual property – they want to accede to and which they do not. Instead, they must take on the obligations of the agreement in toto. The WTO is one of the most consequential governance institutions in the world, a lodestar of political debate about globalization (see globalization), attracting increased interest from moral and political philosophers in recent years (James 2006; Moellendorf 2005; Risse 2007; Brock 2009). This article provides a concise overview of the history of scholarship on solidarity in Europe and North America. While recent decades have seen an increase in conceptual and scholarly interest in solidarity in North America and other parts of the Anglo-Saxon world, the concept is much more strongly anchored in Europe. Continental European politics in particular have given rise to two of the most influential traditions of solidarity, namely, socialism and Christian ethics. Solidarity has also guided important public (...) instruments and institutions in Europe. Despite the much stronger affinity of continental European societies to solidaristic thinking, we argue that solidarity has much to offer for addressing societal challenges on both sides of the Atlantic and beyond. After proposing a working definition of solidarity that highlights its utility for guiding policy and practice, we give an example of how a solidarity-based perspective can shape instruments for the governance of data use. After the UN Guiding Principles on Business and Human Rights were adopted in 2011, an international treaty has been being negotiated since 2014. The two instruments reveal similarities and also conflicts regarding the adequate organization of the global economy based on human rights. The focus in this article will be on the processes leading to these instruments, because they themselves mirror different understandings of governance in the field of business and human rights as well as the struggle over (...) the power of definition and legitimacy. The UNGPs were developed on the basis of global multi-stakeholder consultations, underlining legitimacy through broad inclusion. There are varying judgements as to the success of this approach. The process towards the treaty follows the traditional path of negotiations at UN level. These negotiations reveal a struggle for recognition of the legitimacy of the process itself. Both procedures have shortcomings with regard to legitimacy and show the need for a revision concerning the inclusion of stakeholders. The complementarity of a soft and hard law instrument may enhance the creation of a level playing field in the global economy, thereby strengthening human rights. (shrink)

Speculatively, it is suggested that variola virus, the cause of smallpox, evolved from an orthopoxvirus of animals of the central African rain forests (possibly now represented by Tatera poxvirus), some thousands of years ago, and first became established as a virus specific for human beings in the dense populations of the Nile valley perhaps five thousand years ago. By the end of the first millennium of the Christian era, it had spread to all the densely populated parts of the Eurasian (...) continent and along the Mediterranean fringe of north Africa. It became established in Europe during the times of the Crusades. The great voyages of European colonization carried smallpox to the Americas and to Africa south of the Sahara. Transported across the Atlantic by Europeans and their African slaves, it played a major role in the conquest of Mexico and Peru and the European settlement of north America. Variolation, an effective preventive inoculation, was devised as early as the tenth century. In 1798 this practice was supplanted by Jenner's cowpox vaccine. In 1967, when the disease was still endemic in 31 countries and caused ten to fifteen million cases and about two million deaths annually, the World Health Organization embarked on a programme that was to see the disease eradicated globally just over ten years later, and the world was formally declared to be free of smallpox in May 1980. Smallpox is unique — a specifically human disease that emerged from some animal reservoir, spread to become a worldwide, severe and almost universal affliction, and finally underwent the reverse process to emergence, namely global eradication. All non-nuclear-weapon states are morally and legally obliged by the Nuclear Nonproliferation Treaty (NPT) to refrain from acquiring nuclear weapons. These obligations cannot be overridden for reasons of mere prudence. Only (i) material breaches of the treaty and/or a corresponding; (ii) ‘fundamental change in circumstances’ (rebus sic stantibus) that undermines the integrity of the NPT may override states parties’ legal nonproliferation duties. More than the violations of the NPT by ‘rogue’ states like North Korea or Iran, I (...) argue that the failure of the de jure nuclear-weapon powers since 2001 to uphold their informal and some formal NPT commitments suggests the possibility of material breach and/or institutional subversion. If NPT subversion were to occur, the non-nuclear-weapon states’ collective responsibility to avoid complicity in that subversion leads them to choose between (a) individually seeking nuclear weapons capability for state security; or, more preferably, (b) a publicly announced and collective withdrawal from the NPT that simultaneously refuses to pursue the nuclear weapons option. This article argues that an artificial superintelligence (ASI) emerging in a world where war is still normalised constitutes a catastrophic existential risk, either because the ASI might be employed by a nation–state to war for global domination, i.e., ASI-enabled warfare, or because the ASI wars on behalf of itself to establish global domination, i.e., ASI-directed warfare. Presently, few states declare war or even war on each other, in part due to the 1945 UN Charter, which states Member States should “refrain (...) in their international relations from the threat or use of force”, while allowing for UN Security Council-endorsed military measures and self-defense. As UN Member States no longer declare war on each other, instead, only ‘international armed conflicts’ occur. However, costly interstate conflicts, both hot and cold and tantamount to wars, still take place. Further, a New Cold War between AI superpowers looms. An ASI-directed/enabled future conflict could trigger total war, including nuclear conflict, and is therefore high risk. Via conforming instrumentalism, an international relations theory, we advocate risk reduction by optimising peace through a Universal Global Peace Treaty (UGPT), contributing towards the ending of existing wars and prevention of future wars, as well as a Cyberweapons and Artificial Intelligence Convention. This strategy could influence state actors, including those developing ASIs, or an agential ASI, particularly if it values conforming instrumentalism and peace. (shrink)

The proposed peace treaty of 540 between Justinian and Vitiges ‒ according to most interpretations of Proc. Bell. Goth. 2.29.2 ‒ included a partition of Italy into two areas, one located south of the river Po and controlled by Justinian and the other located north of the Po and controlled by the Goths. However, a closer examination of Procopius’ wording and of similar passages indicates that Justinian aimed to receive only the tax revenues of southern and central Italy, (...) with the provinces themselves remaining in the hands of the Goths. The Kirillov Monastery at White Lake in the far north of the Muscovite state was home to the greatest library, and perhaps the only secondary school, in all of medieval Russia. This volume reconstructs the educational activities of the spiritual fathers and heretofore unknown teachers of that monastery. Drawing on extensive archival research, published records, and scholarship from a range of fields, Robert Romanchuk demonstrates how different habits of reading and interpretation at the monastery answered to different social priorities. (...) He argues that 'spiritual' and 'worldly' studies were bound to the monastery's two main forms of social organization, semi-hermitic and communal. The book carefully details the settler- colonial ideology and logic of elimination that permeated US territorial expansion over the Northwest Territories at the end of the eighteen and the first decades of the nineteenth centuries. Seeing Red thoroughly examines the complex context of dispossession by the US colonial power, centering on Anishinaabeg communities, the “mix- race” population, and the different Indigenous people inhabiting this region. However, the book focuses on what the author names “unthinkable history,” following Michel- Rolph Trouillot’s argument that this region, and the whole continent, was conceived as an unsettled territory instead of belonging to many Indigenous peoples. The white settler ideology, based on a “doctrine of discovery,” established a stark division between the civilized and uncivilized to rationalize, among other things, the theft of Indigenous people. This is a central argument of the book that signals how the civili zation project underpinning the territorial expansion of the United States was based on the transformation of commons into private property. Indigenous land became critical in the “political economy of plunder” advanced by the state and the meaning of “native” as a racial categorization of exclusion. Chapter 1 explores this economy of plunder by detailing the advancement of the settler frontier through different [End Page 139] mechanisms, such as the treaty policy— subsequently violated by the state— and territory surveying to make land legible for the state and cheap for settlers. However, this crusade to dispossess Indigenous peoples from their territory also rested on the national mythology that strengthened the trope of Indigenous vanishing. Chapter 2 explores such context, following the story of an Ojibwe man to evidence the context in which settlers and federal officials relied on Indigenous customs to profit from the fur trade while using ties with communities to further land cessions.Mix- race families played a crucial role in expanding the settler frontier through treaty negotiations but remained marginalized as they identified themselves as both Natives and US citizens. Drawing from ethnographic research in the Research Triangle of North Carolina and Williamsburg, Virginia, the authors build on Anzaldúa's conceptualization of “borderlands” to analyze how borders of social membership are constructed and enforced in “el Nuevo South.” Our gender analysis reveals that intersecting structural conditions—the labor market, the organization of public space, and the institutional organization of health care and other public services—combine with gendered processes in the home and family to regulate women's participation in community life. Enforcers of borders include institutional actors, mostly women, in social services and clinics who occupy institutional locations that enable them to define who is entitled to public goods and to categorize migrants as undeserving “others.” We reveal how a particularly configured matrix of domination transcends the spheres of home, work, and community to constrain women migrants' physical and economic mobility and personal autonomy and to inhibit their participation in their societies of reception. This study looks at how discourses of corruption in Bangladesh are discursively constructed within the official documents of Transparency International (TI), a non-profit organization that monitors corruption worldwide. It explores how an orientalist notion regarding Bangladesh is appropriated in neoliberal global discourse through TI’s corruption surveillance process. A postcolonial analysis of TI’s publications demonstrates a symbiotic relation between orientalism and neoliberalism. TI sets up a binary of ‘corrupt’ global South vs. ‘clean’ global North, reinforcing the uneven power relations (...) between nation-states that can be seen as a neocolonial move for maintaining Western hegemony and enabling neoliberal ideology over non-Western territories.
